Right-click the shortcut, then select Properties.

Change the line to read:

Save the file and launch the game using the shortcut you created earlier. While in the game, press Q to bring up the developer console.

If you have the Steam version of the game, you can find the .exe file under Program Files > Steam > steamapps > common > dragon age origins > bin_ship.

The key you set in the keybindings file for console doesn’t work in Steam. You can open the developer console using the tilde (~) key instead.
