Locate the cars.ini file for the car of your choice on your computer.

Set the numerical value for price= and nfsprice= to 10.
Save the file, and exit.
Use this same trick to lower the costs of race tracks by editing the Tracks.ini file in the Tracks sub-directory and setting all instances of m_price[0]= to 10.
